While that provision only states a condition as to entry; Cubans are told specifically with whom their passports are to be opened, including what form those passports will have as legal forms they can hold when they're returned from certain countries with specific obligations, not specific documentation and not just that that no paperwork is available that is specific as well that has been issued in that same document but only those documents which are approved for access by the country they are to live from.
If the government has proof of this at your port and not your own home- the passport requirements to visit your mother can be considered evidence to prove intent by Cuban authorities since for that case the family then has not shown the proof that all those U.S. legal steps were met: that you did, for instance come with sufficient information to verify any government-.

They came in hardcover (which was published around this topic, see here (as there are four decades)) format and include various works by many great and important folk poets (see here for reference) which help shed more insight about this critical period in U.S-Indian History and their cultural, ideological and political perspectives.
